City Parks

The City has seven parks: Berniece Bennett Park, Canyon Oaks Park, Foxfield Park, Russell Ranch Park, Three Springs Park, Westlake Village Community Park, and Westlake Village Dog Park.

Park Hours

Most parks are open for public use daily between dawn and dusk with the exception of Berniece Bennett, Three Springs Park, and Westlake Community Park. 

Berniece Bennett Park and Three Springs Park are open between 6:00 a.m. and 10:00 p.m. During the summer months of June, July, August, and September, Berniece Bennett Park and Three Springs Park are open from 6:00 a.m. until 10:30 p.m. daily. 

The Westlake Village Community Park is open daily from 6:00 a.m. to 10:00 p.m. year round. All sports fields at the Community Park close at 9:00 p.m. The Westlake Village Skate Park (located within the Community Park) is open daily from dawn to dusk. 

Sports Field Permits

Sports Fields at the Westlake Village Community Park can only be permitted by local youth sports groups. Permits cannot be given to individuals for personal use, adult sport leagues, or to businesses for individual/commercial use. General Park Reservations

The City does NOT issue any park reservations, except for the sports fields. Parks are open to the public on a first-come, first-served basis. Only the fields at the Westlake Community Park can be reserved for local youth sports organizations to practice and play between the hours of 3:00 p.m. to 9:00 p.m. weekdays and 8:00 a.m. to 9:00 p.m. weekends. 

Special Event Permits

The City has placed a partial hold on issuing special event permits, please call City Hall at (818) 706-1613 to inquire about whether your request can be accommodated. Thank you. 

Bouncer/Inflatable PERMITS

Bouncer/Inflatables are permitted in the park; however, residents must obtain a free bouncer permit from the City before using the public parks. The City only issues permits for standard bounce houses/inflatables (MC 4.5.025). All other vendors are not permitted, including, but not limited to: obstacles courses, laser tag/barriers, dry or water slides, children’s rides, hamster balls (aka Zorbs), speed pitch, dunk tanks, trains, petting zoos (also animal shows, puppy parties, etc.) and pony rides. 

Inflatable and bounces are prohibited at the Westlake Village Community Park. Inflatables and bounce houses are permitted only at the following City parks: Berniece Bennett Park, Canyon Oaks Park, Foxfield Park, Russell Ranch Park, and Three Springs Park. Permit Requirements

No unit shall be installed or used at a City park without a  permit from the City Manager.  The City Manager shall approve a permit application unless either or both of the following findings is made:

1.The proposed location to be utilized has been reserved for another use at the day and hour requested in the application.

2.The proposed unit will unreasonably interfere with or detract from the general public enjoyment of the park. 

Insurance is required for the use of the inflatable/bounce houses at the City parks. Requirements for insurance:

No less than 5 days prior to the installation or use of an inflatable or bounce house at a City park, the permittee shall file with the City Manager a correct insurance certificate and an additional insured endorsement establishing that the applicant has purchased adequate public liability insurance to protect against loss from liability imposed by law for damages on account of bodily injury and property damage arising from the inflatable or bounce house. The policy shall be primary and not contributing to any other insurance maintained by the City; it shall name the City of Westlake Village and the City’s officers, agents, and employees as additional insureds; its liability amount shall be a minimum of one million dollars ($1,000,000) per occurrence; it shall not bear a deductible greater than five thousand dollars ($5,000) per occurrence; it shall be issued by an insurer satisfactory to the City Manager; and it shall provide the City 30 days prior notice of any cancellation or modification of the policy. The 30 day notice of cancellation requirement shall be waived where the applicant can demonstrate proof that the premium for the insurance policy required herein has been paid for the time period during which the special event is scheduled. The permittee must maintain insurance for the duration of the special event.

Bouncer/ Inflatable Use Regulations:

1.The unit shall be hand-carried onto park property.

 2.The unit shall be securely tied down without metal stakes and properly weighted.

3.Generators used in connection with the unit shall be coned off.”
