The City contracts with the County of Los Angeles to provide building and safety services. The County Building and Safety office is located in Calabasas, but most business can be conducted online via the County's online permit system.

If you would like to speak with a plan check engineer via a virtual online appointment, please schedule an appointment using the County's online system.
Apply for a permit online using the County's Building and Safety Online Plan Check System (BSOP). You must use the BSOP system to apply for permits within the City of Westlake Village. DO NOT USE EPIC-LA.
The County is the custodian of all building and safety records and files including building permits, plans, and certificates of occupancy. These documents are not available at City Hall and must be obtained from the County. To request copies of these documents, please contact the County permit office at 818-880-4150 or email DPWPRRS@dpw.lacounty.gov.
