Lindero Residential Project
Status of the Project
On June 13, 2023, the applicant submitted a preliminary application for the proposed project pursuant to Senate Bill 330. On July 21, 2023, the applicant submitted additional information and documents required by State law. The project, as described in the preliminary application, is consistent with previous information submitted by the applicant, as described below. The purpose of the preliminary application is to freeze the policies, standards, and fees applicable to the project as they existed at the time the preliminary application was submitted. The applicant must submit a formal development application within 180 days of the date that all materials were submitted for the preliminary application, or no later than January 17, 2024.
On December 11, 2023, and within the 180 days required by State law, the applicant submitted a formal development application for the proposed project. Once a formal development application is submitted, the City has 30 days to determine whether the application contains all of the City's permit application submittal requirements. City staff have reviewed the development application submittal and determined that it did not meet all of the permit application submittal requirements, and an incompleteness determination letter for the formal development application was sent to the applicant on January 10, 2024.
In 2020, the Westlake Village City Council adopted the North Business Park Specific Plan. The Plan identifies properties along Lindero Canyon Road and Corsa Avenue as suitable sites for housing.
The owners of the properties at 5601, 5655, and 5701 Lindero Canyon Road (shown the map above) are proposing a residential development project consisting of 693 rental units, of which 70 units would be restricted for rent to very low-income households. The owners are proposing to exercise rights granted by the state’s Density Bonus Law, which requires cities to allow developers to build more units and taller buildings than would otherwise be allowed in exchange for some of the units being restricted for rent to lower-income households.
The property owners submitted an information package about the proposed project on March 22, 2023, and submitted an expanded information package for the City Council study session held on April 26, 2023.
City Council Study Session
The City Council held a study session on April 26, 2023, to hear from the property owners about the proposed residential project. The study session was for informational purposes only and the City Council did not make any decisions about the project.
